Phoenix counted 1,608,139 people in the 2020 Census, making it the fifth largest city in the country, and Maricopa County topped 4.4 million. Growth has pulled in a steady stream of new companies: general contractors and specialty trades, HVAC, solar and pool businesses, suppliers to the semiconductor build-out in the north Valley, logistics operators near the airport and I-10, physician and dental groups, and franchise owners with several locations.
Arizona looks simple from the outside, with one flat personal rate and no city income tax in Phoenix. The complexity sits elsewhere. The state's transaction privilege tax works differently from a normal sales tax, contractors are taxed on their own formula, and owners who arrived from California often still owe that state a return. Those are the details we watch.

Arizona tax rules Phoenix businesses deal with
TPT is a tax on the seller
Arizona does not have a sales tax in the usual sense. Its transaction privilege tax is levied on the business for the privilege of selling, so it is owed even when a customer is not charged. Retail sales in Phoenix carry 5.6 percent state, 0.7 percent Maricopa County and 2.8 percent city, for 9.1 percent combined.
Phoenix raised its city rate
In March 2025 the Phoenix City Council moved most city TPT classifications, along with use tax, from 2.3 percent to 2.8 percent. Retail sales of a single item above $14,338 still get a lower 2 percent city rate on the excess for 2026 and 2027.
One license, renewed each year
Businesses get a single TPT license from the Arizona Department of Revenue that covers state, county and Phoenix tax, and they report through AZTaxes.gov. The license has to be renewed every year by January 1, and each location needs to be listed.
Contractors have their own math
Prime contractors pay TPT under the contracting classification, generally on 65 percent of gross receipts after a standard 35 percent deduction. Getting the classification wrong, or mixing retail and contracting income, is a common source of audit adjustments.
Corporate rate and the PTE election
C corporations pay 4.9 percent of Arizona taxable income, with a $50 minimum. Individuals pay a flat 2.5 percent, and partnerships and S corporations can elect to pay that 2.5 percent at the entity level, which can help owners limited by the federal SALT deduction cap.
Coming from California
Phoenix has no city income tax, and Arizona's flat rate is far below California's top bracket. California can still tax income earned before you move and income sourced there afterward, so a clean residency change, Arizona driver license and voter registration matter.
Rates and thresholds change. We confirm the current rules for your business before filing.

Phoenix, AZ CPA questions
Where is the Scalesight CPA Phoenix office?
We are at 690 N Cofco Center Ct, Phoenix, AZ 85008, in Camelback East near the 44th Street/Washington light rail station and Sky Harbor Airport. Please call (623) 887-0794 before stopping by, since most meetings take place by video.
What is the sales tax rate in Phoenix?
For most retail sales it is 9.1 percent: 5.6 percent state, 0.7 percent Maricopa County and 2.8 percent City of Phoenix. Technically it is a transaction privilege tax owed by the seller, and some business classifications use different city rates.
Do I need a TPT license in Arizona?
Most businesses that sell goods, rent property, run restaurants or work as contractors need one. A single license from the Arizona Department of Revenue covers state, county and city tax, and it must be renewed each year by January 1.
Should my S corporation make the Arizona PTE election?
It depends on who the owners are and how much state tax they pay. The election taxes Arizona income at 2.5 percent at the entity level, which can restore a federal deduction capped by the SALT limit. We run the numbers before the return is due.
Does Phoenix have a city income tax?
No. Phoenix does not tax wages or business income. Owners pay Arizona's flat 2.5 percent individual rate, and C corporations pay the state's 4.9 percent corporate rate.
Can the Phoenix office help with businesses outside Arizona?
Yes. The Phoenix line reaches the same team that serves clients in all 50 states, so companies with operations in Arizona and California or elsewhere get every filing from one firm.
