A CPA firm for Philadelphia, PA businesses

Scalesight CPA's Philadelphia office gives Southeast Pennsylvania owners a local address and a 267 number for the same CPA-led team that handles tax, books and CFO work for every Scalesight client. Business tax preparation is the core, backed by year-round planning, a monthly close and fractional CFO reporting. See the full list on our services page.

Philadelphia had 1,603,797 residents at the 2020 Census, and Philadelphia County is coterminous with the city. The owners who call us usually run contractors and trades, medical and dental practices, distributors near I-95 and the Pennsylvania Turnpike, restaurant groups, professional services firms and companies that have outgrown a once-a-year preparer.

The tax layer that catches newcomers here is local. Philadelphia levies its own Business Income and Receipts Tax and a wage tax on top of Pennsylvania's flat personal income tax and corporate net income tax. Getting those calendars right is where a CPA earns the fee.

What Philadelphia companies ask us for

  • Philadelphia BIRT returns and estimated payments
  • Wage tax withholding setup for resident and non-resident employees
  • Pennsylvania corporate net income tax and pass-through planning
  • Monthly bookkeeping and a close that holds up at tax time
  • Multi-state filings when owners or customers sit outside Pennsylvania
  • Fractional CFO forecasting for hiring, a second location or financing
  • Personal returns for owners with K-1 income and city wage tax

Services from our Philadelphia, PA office

Pennsylvania and Philadelphia tax rules owners run into

Philadelphia BIRT

Businesses operating in Philadelphia file the Business Income and Receipts Tax. For tax year 2026 the rates are 5.65 percent on taxable net income and 1.395 mills on gross receipts, per the City of Philadelphia Department of Revenue tax rate history.

Philadelphia wage tax

Employers withhold Philadelphia Wage Tax from employees. Effective July 1, 2026 the rates are 3.735 percent for Philadelphia residents and 3.425 percent for non-residents, per the City of Philadelphia Department of Revenue.

Pennsylvania personal income tax

Pennsylvania taxes eight classes of income at a flat 3.07 percent personal income tax rate (Department of Revenue, rate in effect since 2004). Pass-through owners report their share on the PA-40.

Corporate net income tax

C corporations, and entities taxed as corporations, pay Pennsylvania's corporate net income tax. For tax years beginning in 2026 the rate is 7.49 percent, stepping down on a schedule enacted by Act 53 of 2022 (Pennsylvania Department of Revenue).

Sales and use tax

Pennsylvania's general sales and use tax is 6 percent. Philadelphia does not add a local sales tax on top of the state rate for most retail sales, but businesses that deliver into Allegheny County or other local-tax jurisdictions need the right destination rate.

City registration

Businesses that operate in Philadelphia generally need to register with the Philadelphia Department of Revenue through the Philadelphia Tax Center for BIRT, wage tax and related accounts, separate from Pennsylvania Department of Revenue registration.

Rates and thresholds change. We confirm the current rules for your business before filing.

For tax year 2026, BIRT is 5.65 percent on taxable net income and 1.395 mills on gross receipts, according to the City of Philadelphia Department of Revenue. Rates change on a published schedule, so we confirm the year before filing.

What is the Philadelphia wage tax rate?

I live in New Jersey and own a business in Philadelphia. Where do I file?

Your individual return goes to New Jersey, but the business may still owe Philadelphia BIRT and Pennsylvania filings. Wage tax withholding for staff who work in the city also has to be set up correctly. We plan the business and personal returns together.

Can the Philadelphia office handle clients outside Pennsylvania?

Yes. The Philadelphia number reaches the same team that serves clients in all 50 states, so multi-state filings come from one firm.
